The house my husband purchased at a foreclosure sale has several tenants, each renting a separate bedroom. He would like to move into the house himself because otherwise he would have to rent a room in that city.
Is he allowed to move into the house without first evicting the existing tenants? I heard of situations where the owner lives in garage, while renting out the other rooms.
He would like to move in, change the house entry locks, transfer the utilities into his name, and begin living there. He wants to sign a new contract with the existing tenants if they want to continued living there. Would that be legally permissible?

I always recommend negotiating with the existing tenants. If you can reach an agreement with them, you don’t really have to worry about eviction laws (just make sure your new agreements are lawful). If one or more of the tenants is non-cooperative, then you’ll have to go down the eviction path. What that looks like will depend on the laws of that state.
If the tenant’s agreements are just for the room, and access to common areas, and a room is available, then your husband can likely move into the open room, even if one of the room renters is non-cooperative. To be sure, you’d really need a copy of their lease - just to make sure there isn’t a clause giving the renter the ability to approve another tenant, or something.
