Are property taxes considered IRS taxes and subject to the 120 day right of redemption even if they have not been recorded?

I am interested in a property that has unpaid property taxes from 2009. I completed my research at the county recorders office and there is no lien recorded for the unpaid property taxes. If purchased at auction, does the city automatically send me a bill for the unpaid taxes? Is there a chance that if the city doesn’t respond within 120 days that the debt is eliminated?

Property taxes are a pre-lien and are senior to all liens and loans. If you buy a property at trustee sale you will be responsible for the payment of all delinquent property taxes.
