Who is responsible for child support judgement leins attached to home on auctioned properties?

I know this must be paid prior to close of escrow, but is who is resposible? The new investor or original owner?

If the child support liens are junior to the deed of trust then they are wiped out. If the liens were senior (unlikely since a lender would require senior liens to be paid as a funding condition of the loan) then they could run with the property and potentially be the responsibility of the investor.
