You do not need to pay all senior lien or past due property taxes at the time you record the trusteed deed.
You will want to pay them in order to protect your ownership interest. If the senior lien is close to foreclosing and you do not settle this lien then they could foreclose and wipe out your ownership interest.
Taxes would be paid to the tax collector and other liens would need to be satisfied with the beneficiary of that lien.
